The above answer isn't strictly true; some cats do occasionally stick their tongues out for a variety of reasons. I have observed my own cat sticking his tongue out when he is smelling something that has a very strong smell; he will hold is mouth a open a little (probably due to his nose being overloaded with the smell) and his tongue peeks out. I think this is similar to when humans stick our tongues out in response to a very strong or unpleasant smell.
I have also noticed cats will stick their tongues out briefly just before licking their nose. This is linked to smelling strong smells (a cat often licks its nose after smelling something strong, maybe to taste it or to try and take the smell away), or when just about to sneeze.
Another situation is when my cat stops grooming abruptly, or suddenly gets distracted. It is as if he forgets his tongue is sticking out. I do not think this serves any purpose, but is very amusing to watch.
