Yes it is a Random Access storage device. You can tell this, because the last byte written on it's surface can be accessed without reading all the data bytes on the disk written before it. The drive can go directly to the last byte and read it off the surface. A tape (optical or magnetic) storage medium is Sequential, but an optical disk (CD/DVD) is Random.
