Because in the past men were seen to be better than women and that, sadly, has not left the collective mind of society. As this is the case people(in my mind wrongly) consider it better if the man has more partners than the woman.
Another reason is because women are usually under more pressure than men because not only do men scrutinize them but so do other women and those women are part of the collective mind of society and also (usually sub-consciously) think that the men are greater than women.
