Who gets custody of a child when the married mother dies and biological father does not have rights?
Only if she did not have parental rights when the man dies. Otherwise she automatically gets custody unlesss she is unfit.
It is assumed the couple was not married. In the United States an unmarried biological mother already has legal custody of her child unless her parental rights have been affected by a court order. If the child was living with the father, his family may petition for custody and in that case the mother should contact an attorney who specializes in custody issues or visit the family court and ask to speak with an advocate.

What age does a child be petitioned by his father in the US?
To answer the question, the immigration status of the petitioning father has to be clarified.
For US Citizen Father or Parent
The father can petition the child of any age. The age matters only on how fast the visa can be processed. For a child of a US citizen father, the child who is below 21 years old and is unmarried will not be subjected to numerical restrictions as to waiting time for a visa to be available. Processing time from petition could take a year or less.
For a child over 21, unmarried, the waiting period depends on the priority dates being processed in the first preference category.
For a child who is married regardless of the age, the waiting period depends on priority being processed in this third reference category.
For an Immigrant or Permanent Resident Father or Parent
The immigrant father can petition the child regardless of age as long as the child is unmarried.
The children who is below 21 waits as long as four years to get the visa or depending upon the priority dates being processed.
The children who is 21 or over waits at least 10 yearsto get the visa or depending upon the priority dates being processed.

How would someone go about reporting a pedophile without getting involved?
Call the police anonymously.
I think that this depends on the state you reside in. I can not see how dropping out of high school should affect this unless you are not a legal adult (in which case you wouldn't be able to adopt anyway). As long as you can raise a child in a safe environment I see no reason (single or married) that you can't adopt a child. Check with your city or state about their adoption laws.
You can sign over the rights to your child to the mother herself. Before you do this realize what you are doing. Your child needs to know who their father is. You may not feel this is important right now, but to that child YOU will always be their father. If your girlfriend/wife is seeing another man and they should live together or get married, you have every right to see your child by the order of a Custody Hearing (such as: once each weekend, summer vacation and certain holidays.) The only reason you should give up your rights to custody is: Abuse of alcohol or drugs Not psychologically capable of this responsibility Refusing to pay child support Simply not wanting to be in your child's life. (be real sure of this one!) I would like to add that just because you have partial custody of your child does not tie you down from moving where you choose to move and you only have to see your child once a week and not even on holidays if this is your wish. All that should be expected from you is to be part of your child's life to let them know you love them. If you make a promise to do something with them then keep your promise! This child is part of who you are! Marcy
