Why are ethnic minority groups more likely to be a victim of crime?
This seems to be the popular notion spread by social liberals and minority supremacists. Nobody knows if that is the truth, or just the public perception. For instance, the media tends to amplify crimes committed against minorities by non-minorities, while ignoring crimes in the other direction out of fear of being called "racists."
But, where there is a genuine difference, there are a number of factors at work. Minority people tend to live in bad areas full of poverty and crime. For instance, in the United states, the person most likely to kill a Black man is another Black man. Minority on minority violence is a major problem in inner cities. Some of that is due to drugs and gangs. There is only so much territory for selling drugs, and if you step on someone else's turf, you do so at a great risk to your life. People join gangs to feel part of a family, maybe feel masculine, make up for what home didn't provide, and allow them the opportunity to raise money to do drugs. The problem is, when you join a gang, you put a target on yourself, since a rival gang would then want to take you out.
This isn't to say racism isn't a factor. There have been a lot of high-profile interactions between minorities and non-minorities that show America and other parts of the world have a long ways to go. Even the recent police on minority violence is a bit too extreme. The White officer had no reason to beat the Black prostitute to an inch of her life when she was not resisting. Even in the Trayvon Martin case, while there is still doubt as to whether it was racially motivated, it was certainly an overreaction.

Be more specific..But usually if death is caused by self-defense..then you are less likely to get in trouble. Well, i mean it depends on the crime..if the victim died from self defense..the suspect will get murder. But if the suspect died from being attacked or harmed by the victim..then the victim shouldn't face a lot of time. I mean this question can continue but it really depends on the crime and what really happened..

Can mental retarded people get charged with felony?
Mentally retared people "does" go to jail when they commit a crime. Often more so than non-mentally retarded people "does" go to jail.
If they have been charged, its up to the judge where they go, and the DA (state) recommends jail...if they have a good/paid defense lawyer, they can fight for the accused and put their case properly before the judge with medical documentation to support the need for placing them in a hopital over a jail as they await their trail.
When these defendants (or their family) "doesn't" have the money to pay for their legal defense, unfortunately the judge can't make a proper determination, and the accused "does" wait out their time in jail...and IF convicted (or when)...they "does" spend their sentence IN JAIL or PRISON...not a state or county medical facility...where they belong.
Jail and Prison is NOT the place for these accused/convicts. But, often times more so than not, this is where they "does" go.

What kind of crimes would Sherlock Holmes solve?
We'll never know. In many of the Holmes stories, Watson makes reference to Holmes; remarks about crimes (solved and unsolved) that he never discussed with Watson, either for reasons of discretion, or because he felt the specifics of the case, while fantastic, would not demonstrate how logic, deduction and observation worked (a criterion of Holmes'; he disliked Watson's writings when they ventured away from the coldly scientific and stoic, and into the realm of "sensationalism".). Even considering the number of crimes mentioned in the books, the likely number would be far higher.

Sherlock Holmes solved more than 1000 small or big cases

Watson and Holmes reference about 100 unpublished cases in all of the 60 stories that are recounted for us.
