Can private persons interview witnesses or victims of a crime?
To interview a witness or victim of a crime, it would have to be with the permission of that person and not interfere with the investigation by authorities. A victim or a witness is a private citizen and has the right to refuse or cooperate with an unofficial interview.
Added: If the case is still open and under active investigation the private party would have to secure permission of the investigating authorities to speak with the victim or witness in depth, or run the risk of criminal prosecution themselves for "Interfering With An Investigation, or even "Obstruction of Justice." The "press" is, of course, exempted from this insofar as their casual and immediate questions are concerned, but would be prohibited from conducting lengthy in-depth interviews.

The Bachelor of Science degree (BS) is more of a focused approach with a science base to include a balance of liberal arts, technological knowledge, math and computer oriented skills, and practical skills needed for a particular discipline within the field.

The governments are cracking down on racism and crime because if these social malaises are allowed to continue unabated, these will create severe law and order problem. But it would in the interests of all government concerned to crack down on racism and crime, to offer its citizens a peaceful environment to live in.
It depends on what plans you had to commit a crime. For example if you were planning to commit robbery and your accomplice kills a person, you could be charged in the murder even if you didn't pull the trigger. If you were in a car, even with a convicted felon, not on probation or any other supervision, and had no idea that a crime was going to be committed and it happens, you shouldn't get charged with anything. But you better tell the police the truth!
