How is it possible for a country to be democratic but not a republic?

The word "democracy" comes from the Greek meaning "rule by the people" or power to the people and the word "Republic" comes from the Latin meaning "of public affairs;" so they are so close in original source as to be hard to separate except by degrees.

Republics can vary in considerable ways in regards to how the country is run. Basically, as long as the country is not a Monarchy it is a Republic. Monarchies can have democratic elements and be more and more democratic to the point where the Monarch is a figurehead or performs the role of President in a Parliamentary form of government. One way this situation is described is as a "Constitutional Monarchy" wherein a written constitution describes limits on the monarchy and expresses powers to the citizenry.

Why do democrats want to ban assault rifles and what do they think it will fix?

That is a really good question and the answer is that there are many answers. The Democrats, like any political party are sensitive to what the voters want. And the voters generally don't see the point of assault rifles.

rifles are good for anything except assault.

America is a violent country. We shoot a lot of people here. Other countries, not so much. Even our neighbor Canada which has almost the same number of guns percapita

as we do just doesn't have the violent society that presents as awash with gun related deaths as America does. Switzerland gives everybody a gun when they enter the required military service and Switzerland doesn't have gun deaths every day like America does. America is a violent country.

Assault rifles are instruments of violence. Don't believe it? Look at the name ASSAULT rifle. Might as well say Violent Rifle.

They are designed around violence. Many people who support selling more guns in society have correctly pointed out that an AR15 Bushmaster is no more, essentially, than a .22 rifle. And they are right. Essentially the very same thing. Little different round in size and power, but they both have a trigger and a barrel and a stock. BUT the Bushmaster has the ability to add holographic sights, red-dot

sights, scopes or lights and lasers. The Picatinny

rail has a pair of 1/2" optics risers to aid mounting. Can't put that stuff on your basic .22.
And a 30 round magazine? Really? Thirty rounds? Can't put that on your basic .22. And why would you put a 30 round magazine on your .22 rifle? As far as I know no one even offers such a thing. Even loading shorts into my .22 I can't get as many as 10 rounds into the tube supply.

People think that a violent nation doesn't need more symbols of violence. They think it will move toward fixing this violent country. Not overnight, not right away, but they know that Assault Rifles are an addition to violence. Fewer of them will make us a less violent nation.

By how many votes do the democrats control the house?

The question is not answerable because it's misstated. The Democrats control the House by seats, not votes. Just because a representative is a Democrat does not make it a given that that rep's vote on a bill will go with the Democrats' agenda.

The Democratic Party controls the House by 235 seats to 198 seats, impressive, but not enough to override a veto without Republican support. They have enough to pass a bill by simple majority, which happens at 218 votes based on the current house size of 435 members. That would mean that 18 Democrats voting away from party lines is enough to cause a bill to fail to pass outright and 17 defecting causes a tie which also doesn't pass the bill.

What is an intergovernmental agency?

That is a good question. Intergovernmental agencies are found at every level of government and above! An Intergovernmental Organization (IGO) is a central point of contact and action for a number of peer organizations focused on an area of action that is not central (in terms of funding or mission statement) to any of the peer organizations but common to all.

One example is the World Bank. The World Bank is actually made up of five peer organizations whose focus is using financial tools in different subject areas. The five agencies are:

International Bank for Reconstruction and Development (IBRD)

International Development Association (IDA)

International Finance Corporation (IFC)

Multilateral Investment Guarantee Agency (MIGA)

International Centre for Settlement of Investment Disputes (ICSID)

Together in the World Bank they share information, resources, experience and insights that make the overall mission of each more effective.

Another, more local model, would be Community Resource Coordination Groups (CRCG). CRCGs are usually made up of organizations in a community that will focus on a specific subject area and combine resources as the World Bank does to affect those problems.

In one community the Adult Protective Services Agency found themselves in a tangle of assistance needs for which they had no resources. Elder persons in homes that were substandard or lacked running water or access to food. The agency created a CRCG to combine the information, resources, experience and insights of the local county social services department, the police department, the local mental health agency, and other valuable agencies.

Difficult and stymied cases are brought before the CRCG and all of the agencies resources and insights are applied to the problem.

IGOs can have budgets and staff or as in the local case above just a meeting place. But wherever agencies join together to plug holes between their area of expertise you have an IGO.
