Is a 6-head composite VCR better than a 4-head s-Video VCR?
In my opinion for the general application, the 4-head S-Video VCR will be slightly better, although most video is transmitted either through RGB (via SCART) or as composite via RF (antenna cable).
In general, S-Video eliminates some of the aches Compositve video suffers from - the way composite is encoded onto a single wire pair leaves artifacts (visual errors). S-Video somewhat alleviates that by keeping the color and brightness information separate. However, it does not necessarily improve picture quality to/from the VCR. The quality of the picture is dependent most heavily on the quality of video recorded on the tape, or presented in the video stream to be recorded. Also, tape quality affects stored video quality in general.
Also, since most VCRs connect using a SCART cable, the point of this question is moot - the VCR will send/receive its signals using the RGB standard.
If it does, however, come down to choosing between Composite and S-Video when it comes to recording video off of the TV, S-Video is a better option. S-Video provides better overall picture quality. Also, if I remember correctly, the tape has a standard speed regardless of the number of heads, so the only improvements to be gained from having more than two would be chiefly in the area of wear-and-tear of the head mount/spindle, and/or the strength of the signal. Also, I once had a two-head VCR which provided superb quality (at the cost of some image altering during playback).
It really comes down to how you intend to use it. If your pleasure is mostly watching rented movies, a 6-head is the way to go (VCR->TV will go through RGB anyway). If, on the other hand, you record a lot from your TV, I'd choose S-Video (TV->VCR will then have better quality overall).
The extra heads are for the special effects in playback such as slow motion, they play no part in the recording process.
If my cctv dvr was unplugged will the sameras still record?
No. The cameras only send an image to the DVR, they don't record on their own.

When did video recording begin?
Video tape was used in the 60's for commercial recording in TV studios, using reel to reel tape.
It did not make it to the home market until the mid to late 70's, when the technology got cheaper and the tape was incorporated inside a cassette.
There were several attemps at tape cassettes, until the final show down of VHS verses Betamax.
Betamax was technically superior, but VHS was marketed better and had a wider choice of pre-recorded programs.

Simply, the signal is still not strong enough.
Check you cable connections and make sure the cable is intact and suitable for use. Check the plugs do not have stray braid, shorting them out.
If all is perfect, then you just live in a weak signal area. Get a bigger aerial or put it higher up.

Is video taping neighbor legal?
Different states and different countries all have specific rules and restrictions regarding the recording or monitoring of people. This answer cannot be considered to be accurate in your jurisdiction.
Generally it is legal to make audio or video recordings of people, with or without their consent. This will normally be the case as long as it is done from outside their property and without harassing or impeding people. The same is normally the case whether or not the other party is aware of the taping. Be aware that harassment is interpreted very differently in different jurisdictions.
The use to which the material can be put is normally more restricted. It is normal to require permission from the subjects before it can be published. Restrictions apply to the use in criminal or civil legal proceedings as well.

Check to make sure that all the correct plugs are in and that they are in the right ports. If they are, your VCR might either be broken or your TV is not set to the right channel.
If your VCR is broken you have to get a new one but..
If your TV is not on the right channel, on newer TV's there are TV/VIDEO buttons, press it and it should switch to the VIDEO input. On Older TV's the VCR is usually set to and unused channel, this will vary by manufacturer and you just have to flip through.
Hope this Helps
