Who can declare doctrine?

Anybody can declare a new Doctrine; but the question really is, will anybody adhere to it? The authority to declare doctrine varies depending on the Christian denomination, and I presume that it varies through time. Anybody can declare doctrine, but whether that doctrine survives depends on how many adhere to it. And I suspect the number of adherents depends on how useful the doctrine is to various individuals. In a free country, there is no official declarer of religious doctrine. In the Roman Catholic faith, the pope declares doctrine. In the Orthodox Christian faith, only a Church Council or Synod declares doctrine. In Protestant groups, anyone can declare their own doctrine.

What was Dwight Eisnehower's greatest accomplishment?

The Interstate Transportation system will be his legacy. The Federal Aid Highway Act which created the Interstate Highway system was the major legislation during his administration.

As a bill in Congress, the FAHA was promoted as the "National Interstate and Defense Highways Act of 1956," primarily because its backers understood that federal involvement in highway construction was unconstitutional unless it could somehow be made to reflect a legitimate concern for a constitutional national concern, such as the "national defence," as the phrase exists in the Preamble to the US Constitution. Rumors circulated then -- and persist today -- to the effect that one mile in every five miles of interstate highway is straight and level enough to land a military aircraft on; this is simply not true, as anyone who has traveled the West Virginia Turnpike (I-64/I-77/I-79), among other stretches, will readily testify.

Bridge/overpass/tunnel heights for the original system were, however, set in order to provide clearance for highway-borne military missile transport, not commercial tractor-trailers.

How much is the 1976 Canadian olympic gold proof 100 dollar coin worth?

Canada issued 2 $100 Olympic Commemorative coins that year. One is a 1/4 ounce 14k gold coin but it is an UNC coin - not a PROOF. The other coin (the one this person has asked about here) is a PROOF condition 1/2 oz. coin which is worth approximately $550-$575 as of Feb 27, 2010.

You must be careful when purchasing these coins. The coin itself does not specify the gold content or whether it is a PROOF or UNC coin. Both coins are very shiny and could be mistaken as PROOF coins. The only clear visible difference in the coins are their respective colors. The 14k 1/4 ounce coin is much lighter in color than the darker 22k 1/2 ounce coin. The other difference is the diameter of the coin. The 22k 1/2 coin is 25mm in diameter and is actually smaller than the cheaper UNC coin (27mm).

Of course the 1/2 oz. coin is heavier as well. Be careful buying these coins and be sure you know what you are buying. There are people out there tryng to pass off the 1/4 oz. coin as the 1/2 oz. coin.
