In the United States, both the tornado watch and the warning are issued by the Storm Prediction Center in Norman Oklahoma for every location in the country. They are typically issued for 6-10 hour periods and also usually in advance of the anticipated weather. It is left to local National Weather Service offices to detect severe thunderstorms and tornadoes and issue the appropriate warnings. It should be noted that a tornado warning does not necessarily mean that a tornado has been spotted - in fact, the majority of tornado warnings do not pan out as such. Most of these warnings are issued based on a radar signature, i.e. the meteorologist sees something on the Doppler radar that suggests strong rotation and a potential tornado, however more often than not a tornado will not form. However, a tornado warning should still be treated as if a tornado is imminent simply due to the severity of the situation. The last thing meteorologists want to do is not issue a warning when a tornado is in fact on the ground. If there is good evidence that a tornado could be on the ground, the warning is issued and emergency management personnel proceed as such, as the public should follow.

Where in ICS is the information and intelligence function organized?

Under the flexible structure of ICS, the Intel and Info function can be positioned in several places within the organization, based upon tactical needs, the amount of intel and how sensitive it is (classified or time-sensitive).

In short:

  • within the command staff
  • as a unit within the planning section
  • as a separate general staff section, or
  • as a branch within the operations section

As with any other function, it naturally resides in the Command Staff (the IC and Deputies) until delegated and staffed elsewhere. The IC can also designate a special I/I staffer, especially when what little classified intel they have is being provided by liaison to other agencies.

However, the traditional position would be staffed within the Planning Section, provided if there is a manageable amount of specialized info and little additional ICS need for investigation. For instance, situation status, resource status and anticipated change/escalation would be "planning" functions (e.g., weather forecasts, delayed availability of ordered resources, etc).

Where a large part of the incident is intel/investigation, a separate General Staff Section can be established and staffed, particularly where there is critical and time-sensitive, specialized info or classified information is being used or developed. This choice may be most appropriate in those instances where an incident is heavily influenced by intelligence factors, or where there is a need to manage and/or analyze a large volume of classified or highly sensitive intelligence or information. This option is particularly relevant to a terrorism incident, where intelligence plays a crucial role throughout the incident lifecycle.

You should remove the patches, with a gloved hand, before placing AED pads on patient. You should also wipe off the skin with a piece of cloth in order to make sure all of the medication is off of their skin.

Aims of an emergency plan in an organization?

In an organization the key is properly prepared and reviewed "standing orders" for site response to various "situations". These orders will give the organization the ability to see it's limitations within it's scope of operation, should the need arise where other resources may be needed from other agencies, the organization could adapt in a timely manner.

Standing Orders are intended as a guide to "situation response", they are meant as a guide, in quick format with the built in ability to be tailored to fit various "situations" as no one "situation" is the same. An agreed protocol to how actions will taken during a "situation" that is understood by all responding personnel. Often response personnel are not "in the loop" with response protocols, this confusion can lead to the misuse and mis-deployment of man power and assets.

Not unlike a chess game, you need to know what pieces are going to cover the active pieces on the board. One wrong move can cost time, and given the "situation" you are trying to address, lost time can cost lives and property. Hense the "standing orders" serves as a game plan that can adapt to the ever changing "situation".

It's very hard to say what would be the most important item in a survival kit, but if you know that you will be in the wilderness and could possibly be lost , here are a few things that you should have in a kit. (these are not in any particular order)

Yes, management of a complex, multi-jurisdiction, multi-agency event can be organized using Incident Command System principles.
