Black smoke is a sign of a vehicle running rich. I would check for a bad fuel pressure regulator, bad fuel injector or very plugged air filter.
A fuel pressure test could tell you much.
There could be a couple of reasons why water is coming from a tailpipe. There could be a blown head gasket on the car or a cracked head.
A small amount of moisture is a normal byproduct of the burning of gasoline in the engine.

No restriction means more flow which means higher performance, unless your talking about a 2-stroke then don't f with it.

The above answer is only partially correct. Black smoke is not oil burning. Black smoke is an overly rich fuel mixture. Blue smoke is burning oil and white smoke is coolant in the combustion chamber.

would you mean a egr valve i worked on car about 15 years never heard of a ejr but if its a egr that would be a exhaust gas recirculation valve keep the internal combustion chamber cool while the engine running at high speeds

i would hook timing up to constant vacuum. ste base timing about 10 degrees and gofrom there.
I'm sorry, but NEVER hook the vacuum advance to direct vacuum. Always use a ported source, (above the throttle blades) If you have the vacuum hooked to a direct source you build an instant bog into the car from a stop. I fix maybe 2/3 cars a week in my Emission Shop with this problem. Been doing it for 23 years. They'll usually run with high HC at the Smog check, too.
