If you've overplucked your eyebrows, purchase an eyebrow pencil close to your hair, and natural brow colour and fill in with short feathery strokes. If you're having problems with the shape of them, purchase eyebrow stencils and use these as guides for both filling them in and shaping them. Don't worry, they will probably grow back.

Is there any way to restore eyebrows other than surgical transplantation?

Unfortunately, eyebrows do not always grow back, however, there are 2 scientifically proven drugs for regrowing some eyebrow hair. The first is minoxidil which can be used on eyebrows despite the Rogaine company's warnings not to use it anywhere but the scalp. (Recommended by eyebrow guru Anastasia and Tyra Bankes for what that's worth...) It can cause irritation but Rogaine foam as well as other compounds on the internet contain less polypropylene glycol and alcohol which are the usual culprits. It does take several months but I had success. Prostiglandin anologs used for glaucoma treatment are in a number of eyelash/eyebrow regrowth products. Most of the data relates to eyelashes but a number of studies are now focussing on eyebrows also. Allergan, a phamaceutical company, filed a lawsuit and some cosmetic treatments have stopped using it as an ingredient. (Coincidentally, Allergan is working on their own product for this purpose... See below.) Check the message boards on eyebrow treatments and you'll see how unhappy people are with the new no-prostaglandin formulations because it did work! There are still products out there that include it or you may be able to get a script from your doctor for an off-label use. IRVINE, Calif.-- (BUSINESS WIRE) -- Allergan, Inc. (NYSE:AGN) announced today that it has agreed to dismiss its legal action against Jan Marini Skin Research, Inc. ("Jan Marini"), one of the defendants in Allergan's patent infringement lawsuit pending in the United States District Court for the Central District of California. The dismissal is based on Jan Marini acknowledging the validity of Allergan's relevant patents covering the use of certain drug substances, such as prostaglandin analogs, to promote eyelash enhancement and also agreeing to cease its distribution of eyelash products containing these ingredients in the United States and other countries worldwide where Allergan owns related patents. As recently announced, Allergan has completed a clinical program with its patented formulation of bimatoprost, a synthetic prostaglandin analog, and will pursue United States Food and Drug Administration approval to market a product to stimulate eyelash growth in the United States.

Lots of these are floating around. Private companies make these overstamped coins and sell them as 'valuable collectables'. However, when the buyer tries to collect on their investment, they find that no one collects them. Serious collectors call these damaged coins and may pay a little for the novelty. I'll go as high as a dollar for an interesting one I haven't seen before.
