It depends on the school. GPA's are usually rounded up or down to two decimal places. A 2.95 would not be rounded to 3.0. An honest 3.0 is higher than a 2.95. A 2.434 would be rounded down to 2.43.
Can you still get into college with a 2.6 GPA?
Yes! The sad truth is that once you have one semester of college course work completed your high school grades and test scores are no longer a consideration. University administrators only care if you are able to do the course work. Which tells them more about your abilities??? high school work or college work? Personally I didn't learn anything in high school and didn't even graduate at the top half of my class and it hasn't hindered me at all. If you don't get into the university/college you want the first year just "bloom where you are planted" and then you can transfer later. Transfer students have it a lot easier than first time freshman's trying to compete with every other applicant. My advice, don't even stress about it.

Colleges don't look at gym. They care about the level of classes you've taken and your grades. However, does your high school specifically require that you take gym? If so, you may not get your diploma-have to take it ove the summer. But, no, colleges won't reject you over a PE class you didn't take

Is a cumulative GPA just for specific year or all high school years?
Your overall high school GPA will include all of your years at high school. However, when applying to colleges, different rules apply. Obviously, the standards of all colleges are different, however, most are the same. Most colleges only look at your GPA from sophomore year and junior year. Freshman year is glanced at, but not given much importance to, and senior year doesn't matter much because by the time you're a senior, you'll already have been accepted into a college or rejected by it. However, that does not mean the senior year is unimportant. If the colleges see a sudden change in your grades...for whatever reason...slacking, "senior-itis", they can still kick you out before you even enter. The GPA necessary for attending varies with each college. However, in most places, colleges do not look at the grades you receive for physical education (PE). That part is normally left out of your GPA for colleges. Yet to answer the main question, when you graduate from high school...your overall GPA is determined by all four years of your school...the GPA that is on your transcript.

Is it impossible to go from 1.3 GPA to a 2.6 in 1 semester?
Depends on what you are referring to.
If you are talking about having a 1.3 GPA for the previous semester and a 2.3 the following semester, yes, it is certainly possible and probably easier then you would think.
If you are talking about going from a 1.3 overall to a 2.3 overall, it would be pretty hard. If your 1.3 is based on a single semester, then it would be possible if you got a 3.3 to bring the overall up to a 2.3 in one semester. If it is based on more than one semester, no, you wouldn't be able to do it in one.

They don't publish averages. I think whether your numbers are good enough to get you in depend on how consonant they are with your entire application and whether you are generally a good fit for the program in relation to other candidates anyway. I think generally a GPA 3.5 and above is good enough to not get you eliminated provided the rest of the application is okay and depending on the competition. Yale doesn't require/care at all about the GRE, and HDS admissions officers have told me that the GRE is a formality (they matter more at some schools, though, like Chicago). I had average numbers (or well below average in the case of my quantitative GRE score, but much higher verbal) but was in at Harvard/Yale/Chicago div schools because I had relevant languages and was a good fit for the programs and shared research interests with key faculty. Don't underestimate fit in an effort to quantify your chances by the numbers.
