Now mix 1 cup of flour to 2 cups of water. Cut strips of newspaper and dip them in your flour mixture. Using two fingers squeeze off the excess then put the strip around the balloon animal. Let it dry once you get one layer on. Then do another layer and let it dry. Then when its all the way dry you can paint it and you will have an awesome shark.
