I'm not sure what you mean by io box, but generally 10/100 means the network devices can communicate with other network devices at either 10mbps or 100mbps. If both are capable of 100, then 100 is used. If one is only capable of 10mbps then 10 is used.
1000mbps or Gigabit Ethernet is 10x faster than 100mbps. If is also backward compatible like 100mbps devices, but will only run at full speed is you connect it to other Gigabit devices and use the correct wiring.

An LCD screen is composed of diodes that are individually controlled and, typically, the pixel response time is the time it takes for a pixel to go from black to white to black again. Sadly the lack of an industry standard means some manufacturers list the speed for a screen to perform half a cycle, black-to-white or white-to-black only, or even list the pixel time from one shade of grey to another (known as grey-to-grey). A TV with a 9ms full-cycle pixel response would be fast and provide good quality viewing. If the 9ms is half-cycle then the quality would still be good for TV / DVD viewing but approaching the acceptable limit for Gaming. A 9ms pixel response time for grey-to-grey would be considered poor by today's standards and may give ghosting or bleeding.
