Either the key is bent or the spring is broke... or both. The ring may be bent and rubbing against the tone hole. It depends on what you mean by "locking".
Why does your flute play F sharp incorrectly?
I'm not a flute player (I play the horn), but I think I know enough to help you out. I'm assuming that "incorrectly" either means that the normal fingering doesn't work like it should and/or another fingering works better.
It's possible that the pads aren't the right size. I don't entirely know what could be happening, but if they're old or have gotten wet, you should get those checked out and possibly replaced.
Along with that, it's possible that maybe the keys aren't working right. Maybe one of the joints doesn't push a key down all the way? This is also worth checking out. This problem could be completely a manufacturing issue, and you should be able to get it fixed.
Also, what kind of flute are you using? From what I know, your flute might be made to be non-regulation. Is it old? Is it foreign? That might be worth looking into.

Probably could have been stripped, had the bar broken off or previous owner could have tried to make it a hardtail (no trem)

Depends upon the size of the 12 year old. Sorry, couldn't resist. I have 12 year old students and I stronhly recommend a standard scale, full size guitar. A smaller neck will only rob the child of a lot of progress when he/she decides to step up.
How much does it cost to get a cracked piano plate repaired?
It used to be assumed that if the plate were cracked, it was destroyed. Now there are ways to repair it. It is cast iron and can be welded by a welder with the proper equipment and skill, but it is very risky. It is possible to damage it more when trying to fix it.
However you must take into account that it will probably have to be moved to a shop and disassembled. You would probably need to restring it which would alone cost about $1000. Unless it was a very fine piano , I would turn it into a desk, and use the keys to make a nice lampbase, and sell the plate for scrap.

Yes you can put 9 gauge strings on a Les Paul, and any other electric guitar. If you are switching from a different gauge you must re-innotate your guitar so the neck has the right amount of tension on it, to much or to little tension and it is bad for the neck.

You can fix this yourself, probably!
Remove the slide for that valve. Position/prop-up the horn so that the slide is pointing up. Squirt 10 -15 drops of 3in1 oil (or something similar) into each tube. The oil should seep and crawl around the frozen valve. Let it sit several hours and put in some more. After 2 - 3 applications put the slide back in (leave it propped up) and wait a day. After a day or 2 try the valve.. don't force it!!..
If it still won't budge it may need to be taken to a technician at your local music store.

It should cost less than $50 and you can do some real serious damage trying to repait it yourself. It just isn't worth the amount saved. It is easy to ring the head off the screw because the head is much larger than the shank and can't take a lot of torque. Regulating the action is also tedious if you havn't done it before. If you can free it up by adding oil and light pressure after it sets awhile, STOP. Take it to a repair man.

That could be a number of problems, however it's most like your input jack on the bass. Take the pickguard off and make sure all the wires are soldered onto something, if they are try replacing the input jack. Also make sure that your lead is working perfectly and TURN UP THE BASS GUITAR AND AMP!!! I know it sounds silly, but people do it!
