The 4th generation of the iPod Touch can take video, but the 3rd, 2nd and 1st generation cannot take video.

You have to find a program to convert the files first. iPod just supports mp4 format. Once you've plugged in your iPod into you computer, and loaded iTunes you can add a files to your iTunes library by going "FILE" then "IMPORT". There you'll have your folders. When you find the track you want on your iPod double click on it. You'll then have that song in your Library. While you iPod is plugged in, you can select it on the menu on the left hand side. When you click on "iPOD" (or if you have given your iPod a name, just click that) you can then click a button in the bottom right hand corner of the screen. This is "SYNC". I suggest that you do turn off the Internet via turning off Wi-Fi (which will basically deny you access to iTunes or the App store due to lack of Internet access). It will help save your battery life for your device. If you have the application(App) downloaded from the App Store, then you will have no problem accessing the application without Internet. This is, of course, assuming the fact that whatever applications you are trying to access do not require you to use Internet to use/play. Most applications do not use the Internet, especially games.

Yes there is but you can't do it on mobile devices you have to do it on computer. It's called amazon.com (I'm sure you've heard of it). You just click the mo3 downloads category and type in whatever you want. Then buy it kinda in the same place you buy it on iTunes. It's a little tricky cause they have changed it up a little. Now you have to download a Amazon MP3 Downloader. It's a little hard to get it over to iTunes but it is possible. Assuming, by internet, you mean Safari, you can't. If you mean you want to disable wireless communications to the internet on the iPod, I don't think you can do that either. Turning off your router would be an easier solution.
