A Muslim woman wears a hijab (head cover) in order to cover her hair. It is a requirement in the religion of Islam to do so. So when she wears it, she is obeying Allah's (Gods) word in the Quran. It is also a outside expression of her personal relationship and personal decision between herself and Allah.
No one can order or force a woman to wear the hijab (head covering) or else she would be wearing it for the WRONG reasons.

So no mini skirts, tight jeans, low cut tops etc. (she can wear those types of clothes WHILE in her home and when no male guests are in the family home that may see her)
