That there were communists working inside high levels of Government (including the State Department, the United States Air Force, and United States Army), and there were individuals working for the Communist Party or sympathetic to the Communist Party in all levels of government (The White House, Congress, and the Press). His accusations led the Second Red Scare to occur in the United States from his Wheeling West Virginia speech in 1951, to the Army-McCarthy hearings of 1954 and subsequent censure by the United States Senate.

McCarthy was so powerful because so many different agencies and individuals took part in McCarthyism-related operations. The public was so frightened by the supposed (and real) threat of communists undermining US security that they supported anyone who seemed to be fighting it.

McCarthy accused anyone who he disagreed with of being a communist. He particularly went after people who were populists or activists or had leftist leanings of any kind. He accused many of his political opponents and writers and actors in Hollywood. People who were accused were then brought before a senate committee and asked to name names. It became a witch hunt and many people were blackballed from their professions and unable to work.

Anyone and his sister who associated themselves with another accused communist. And then anyone who was close to that person, most people turned in others for their positions or for vengeful purposes.

He had gained popularity by accusing certain people of being Soviet (Russian) spies, through the fear that had already entered the minds of many Americans they found him to be someone they could trust to protect them from the threat. Through trials and rigorous investigations it was revealed that his "List of spies" was in fact not as trustworthy as he had claimed. The trust of the people was lost and so ended his career and good name.

Senator Joseph McCarthy searched for communist card holders in the US government and in Hollywood. To him, these people were a danger to US security. That is why he searched for them. His misguided intent was to protect the US. Instead he went "overboard".

Joseph McCarthy was a US senator in the 1950's who lead a paranoid campaign against communist subversion, which involved many false accusations and unjust persecutions, and which is generally described therefore as a witch hunt; it was a disgraceful episode of American history. As is often the case with paranoiacs driven by hatred, McCarthy ultimately destroyed himself. He was censured by the rest of the Senate, and died in a hospital for alcoholics less than two years after leaving office.

Lack of evidence that the Army had been infiltrated by Communists was one factor, as were his tactics, which produced revulsion in his colleagues, as well as the public at large.

His fall from influence was precipitated by his censure by the Senate, which was passed in December 1954. Originally charged with 46 counts of violating senate rules and procedures, he was ultimately cited on the count of "contempt of the Subcommittee on Rules and Administration," which had called him to testify in 1951 and 1952. Influential senators had been opposing him from as early as 1950, however.

Interestingly, John F. Kennedy was the only Democrat not to vote in favor of the measure. He was in the hospital at the time. But his younger brother Robert had been a prominent staff attorney working for McCarthy's committee. The elder Kennedy never indicated which way he would have voted if he had been able to attend.

Joseph McCarthy employed aggressive tactics during the Red Scare, including sensational accusations and public hearings to target alleged communists in government and other institutions. He often relied on hearsay and unsubstantiated claims, creating a climate of fear and paranoia. His confrontational style included aggressive questioning and character attacks, which silenced many critics and instilled fear in those who might oppose him. Ultimately, his tactics led to widespread distrust and the violation of civil liberties during the 1950s.

Quoting Wiki, "After reviewing evidence from Venona and other sources, historian John Earl Haynes concluded that, of 159 people identified on lists used or referenced by McCarthy, evidence was substantial that nine had aided Soviet espionage efforts. He suggested that a majority of those on the lists could legitimately have been considered security risks, but that a substantial minority could not."

From the filmmakers' point of view, one could deduct that calling on individuals to 'name' other individuals in a congressional venue, thereby essentially accusing named individuals of crimes against the government, a witness could demonstrate deep resistance and conflict or publicly speak peers' names.

From a citizen's point of view, individual citizens could choose to encourage such 'naming' or stand with some filmmakers and resist these public expressions.

Murrow at the time - one of the most trusted and respected Americans alive in that era. The contrast was the kiss of death for McCarthy.

There were about 300 people that were accused by Joseph McCarty as either being Communist or sympathizing with Communism. When the lists were made public, all of these individuals were illegally blacklisted. This means that they were fired from their jobs, shunned, and were unable to find other work. Some people were given the opportunity to clear their name in a long, drawn-out process. Very few people actually cleared their name this way. Most people were just forced to suffer through the blacklisting. McCarty's accusations irreparably damaged many careers. The reputations and livelihoods of hundreds of people were ruined.

Senator Joe McCarthy brought hundreds of witnesses before his Senate committee in what has been described as a modern day witch hunt. He used severe intimidation, threatened witnesses with prison, even though he had absolutely no evidence to prove they had done anything. He deliberately defamed the character of witnesses, releasing the names on his lists to the public. He wantonly ruined reputations and careers yet failed to produce any convictions.

It was a publicity stunt. Senator Joseph R. McCarthy saw Republicans like Richard Nixon gain popularity through accusing Democrats of being "soft on communism," and he decided to imitate this.
