There is ONLY one legal Plimsoll Line, the International load line, which is a marking on a ship's side showing the limit of legal submersion when loaded with cargo under various sea conditions.

A Crows Nest is located high on the mast. The higher the lookouts position, the farther they can see over the horizon. This is the same as being able to see farther from a tall building than from down on the street.
