One possible concern with checking an electric item is if it has a lithium battery. As of January 1, 2008, the Department of Transportation (DOT) no longer allows loose lithium batteries in checked baggage. TSA also recommends (but doe not require) any item with a battery to be in your carry on.

You should check with your airline or TSA, but there should be no problem since it cannot be used as a weapon.
As of Nov 2008 you can bring electric shavers in cabin. TSA does not forbid them and some airlines, like United, expressly allow them to be used in cabin during flight.

Sure, you can put tools in checked luggage, or at least most tools. If an oxyacetylene torch is considered to be a tool, that would not be a good item to put in your checked luggage, since there is some potential for explosion.

Yes. We have done it at least three times (3 hour flights) and wine was no different. We also learned a five liter box weighs about 10 lbs. if luggage weight matters.

You add (in inches) the length, plus the width, plus the height of the object which together equals 62 LINEAR inches
If it's a suitcase, for example, it COULD be 36 inches long, 16 inches wide, and then would be 10 inches high
You can take any numbers that total 62 inches but doesn't exceed that for luggage guidelines.

If it small enough it may be taken as a carry on but you will want keep in mind that you can only take so much on board.
