In the class took on Walt Disney I saw one of those early reference sheets and I have to say the ears look more like horns than ears. So no matter how Mickey turns his head the ears stay towards the audience. However they normally overlayed a part of his head to make the picture agree with the direction the head was facing. They would also tilt the head a little making the farther ear slightly above the other ear.
