In my opinion, I wouldn't think obese... perhaps overweight slightly. 5 foot 7 is really quite tall for a 13 year old, so that needs to be taken into account. I would aim for about 10 stone. Don't get yourself down about it though, most people would agree that at 13, unless there is a real weight issue, you shouldn't meaure 'ideal' weight. You will probably find that you will grow a bit more and lose some more weight too in a couple of years. Now for the boring bit... make sure you eat the right foods and do some exercise! The older you are the lower your BMR will be due to muscle loss year on year.

If you have a lot of muscle compared to fat your BMR will be higher.

Can obesity be considered a disability?

No it is not considered a disibility, atleast not that im aware of anyway! Yes and no (at least in Canada.) Just because you have diabetes doesn't mean you can't work, but, if you should have complications from diabetes (losing toes or a leg) then yes, you can claim on disibility if you can't go to work.
