The post office does require a high school diploma. But I will add that the post office is shrinking, because of the competition from email. People are buying fewer postage stamps than they used to, and mailing fewer letters. The post office already has more employees than they really want. So that is not a promising field for you to try to enter, with or without a diploma.

Usually not. The regular flow of events is that all mail (from the local office) is sent to a regional sorting center, then if needed, bunched up with incoming mail from elsewhere, and returned to the local office.

If your letter / parcel does not have adequate postage and it is caught, one of two things will happen. Either the PO will send the item back to you marked "insufficient postage" or they will send it and mark it "postage due" in which case the recipient will have to pay the difference.
I do not know what criteria is involved for the choice of the two. One thing I do know is that it can literally takes weeks to receive a package back with insufficient postage which can be a real inconvenience.
