Yes Krogers is an authorized payment center for some regional electric companies but for sure they take AEP (American Electric Power) payments in Ohio. Check if you live in another state or with another electric company. You must bring in a current copy of your bill, with the payment stub that they keep, and they only except cash and credit (no checks) They charge an additional fee which I believe is now $1.25 though I may have that confused with another bill service as I had thought the fee was $.65 cents in the past. Either way your payment will be in AEP's system immediately which is good if you are due for a disconnect or need your power turned back on. Call any local Kroger customer service desk (where the payment service is done at) to find out more.

Students: Cant study as there is no light in their home and so if there is an exam of him next day he cant do well in that exam.
Patients in hospitals: May suffocate as the light and fans wont function. Operations of many serious patients get delayed.
Industries: They get paralysed as there is no electricity. Thus they cannot produce enough and thus this economically hampers a country
Foods in refrigerators get rotten.
People become victims of pickpocekting and hijacking.

How do you bypass an electric meter?
There is no need to bypass the utility meter. In order to use power generated on site, you need to install what is called a transfer switch. The transfer switch selects either utility power (that comes through the meter), or site generated power, but never both at the same time. You then wire branch circuits from the transfer switch to the various lights, receptacles, etc. you want to power. You can buy transfer switches that have from one to 20 or more circuit breaker positions to do this.
Never, ever wire site generated power directly to utility-fed circuits!This can cause severe damage, as well as hurt or kill people. If there is a power outage, and you are running your generator (or whatever), you can backfeed power onto the utility lines. The workers trying to fix the outage, can come in contact with the lines, thinking they are dead, not realizing you are backfeeding power to them. Be safe, use a transfer switch!
