I think the way to answer this is to say that rashes can be caused by the same thing (or group of things) that caused the fever. A fever itself doesn't cause rash. Both are symptoms of something else.

It could be a number of things. There is no way of telling with out seeing a doctor. Unless you notice a pattern....for example, every time you use a certain lotion or eat something in particular it happens. Otherwise I would go see a doctor if it doesn't go away by itself. You can try taking Benadryl.

The lump is likely your tailbone, it is not uncommon for people to have an extra vertabrae or two in the base of their spinal column, which will make their tailbone protrude more than the average person. As far as I know I've never seen it cause a rash, but it causes you to bruise fairly easy I have an iron deficiency and I can brush against something and it cause me to bruise. It could be possible what your seeing isn't a rash but a bruise. Or your rash is caused by something else.
