"When you meet someone better than yourself, turn your thoughts to becoming his equal" I take it to mean if you think that person is better than you, then you need to mentally become his equal, and you will be his equal. The power begins in your own mind to be just as good as anyone else.

In the second part where it says:

"When you meet someone not as good as you are, look within and examine your own self" I take it to mean if you think you are better than another person, then you need to search your own self and realize you are no better than anyone else. The duty to realize you aren't better than others begins in your own mind.
