I do not know why they call it a "fish eye" dart since fish eyes are round. It is a pants fitting technique that removes excess fabric below the seat. It removes excess in the shape of an eye or of a fish. It is done to the pattern before you cut out the fabric. The side seam and and inseam length are to remain unchanged.
