Compeer Gun Company was a trade name owned by Van Camp Hardware and Iron Company, Indianapolis, Indianna. These guns could have been made anytime between 1892 and 1932.
Forehand Arms Co was absorbed by Hopkins & Allen c.1902, and for a couple of years H&A produced shotguns with the Forehand name. By the start of WW1 H&A was attempting to fill military contracts with the Belgian government which drove them into bankruptcy, with Marlin absorbing the remnants in 1921. Value is going to be uniformly low, under $100.

Probably just dirty. Grease/gunk builds up around the inertia block and can keep the gun from resetting during recoil. Have it disassembled and cleaned.

How do you remove the action from a Baikal superimposed shotgun?
Remove the two screws from the recoil pad. There will be a long hole leading to a screw head that attaches the stock to the receiver. Turn the screw counterclockwise until loose. The receiver should slip easily apart. Simply reverse pproceedure to reattach. You'll need a standard long shank screwdriver for the stock/receiver screw and a Phillips for the recoil pad.
The receiver is completely modular and nothing will "fall apart" after the two parts are separated...

These were inexpensive guns produced in large quantities and most were not cared for. In the condition they are usually found, with parts of the mechanism stuck and springs rusted, they go from $30 and up.
Please note that .38 caliber for these guns does not refer to the common .38 Special round. They are chambered for an older and weaker .38 S&W cartridge, which is fairly hard to find these days. In any case, if you wanted to try shooting it, consult a competent gunsmith to see whether it's safe to fire, since fingers are difficult to replace.

As Stevens has changed hands many times you will need to find the complete manufacturers name, such as; Springfield, SE Stevens Company (Tool Company) etc. Info is really hard to find but what I've found out is a Stevens shot guns value is between $150 and $300, with the 12ga at the bottom end and the .410ga at the high end.

Try to find a copy of Bill Goforth's excellent book on H&R shotguns. He's the only one that has done the research that I know of.
Bill's book on H&R firearms has not been published as yet (Nov. 2010) - it should hit the shelves in early 2011. In the mean time - look up shotguns in the H&R Inc. section of the "Blue Book of Gun Values" by S. Fjestad for the current research on H&R firearms by Bill Goforth and Jim Hauff - you can use that to ID your shotgun. Serial Number alone is not enough info to ID the piece.
I have had this same gun for severall years and shoot it twice a year with no problems. I would take it to a gun smith to have it looked at to make sure it is safe since you need to ask the question.
