The owners of any factories, workshops or homes which need a 3-phase supply would order 3-phase supplies from their local power companies.
For a very small 3-phase appliance (not a heater!), such as a small motor, solid-state power inverter units are available nowadays which can be powered from household 1-phase supply.
If you want to know how to convert a 1-phase to a 3-phase supply for high power applications it can be done using a motor/alternator set or a solid state invertor unit but to use these safely requires specialized equipment and electrical engineering knowledge. But, in any case, the cost of installing the right equipment to do that would not be economic: it would be much cheaper to have a new outlet, wiring and breakers for a standard household 240 Volt AC single-phase supply installed by a licensed electrician and then buy a new or secondhand heater (or more than one heater!) to get the same heat output.
