The clear fluid that's coming out is sweat. There's nothing alarming happening. Your body is reacting to the burn by building lots of new layers of skin, and the top ones are drying up in preparation for peeling. Sometimes that makes sweat glands blocked (particularly with heavy use of aloe) but they're just blocked by the outermost layer of dead skin. The aloe is not a problem, i fact it's antibacterial, so it's good. but picking at or scratching at the bumps is likely to damage the new tissue underneath. So shower a little more to wash off the dead skin, and wash with soap to take off some more of that outer layer. Don't scour or scratch the skin, but sometimes blasting cold water directly on the burn while you rub it gently will help. At least that's what's helped me many times in the past.

Take a white cotton terrycloth hand-towel thoroughly moistened with cool water and lay on your back with it applied to your face for 15-30 minutes, re-wet it if it dries. The dead flesh cells will absorb the water enough that you can gently agitate a soft, wet sponge without causing too much irritation to the tender fresh flesh beneath. This may take a few attempts depending upon how many skin cell layers were damaged.
Moisturizers should be tested in small areas, as many can really sting when you have a sunburn. Aloe Vera is a very good product for aiding the healing process of sun-burnt flesh, although it can feel tacky/sticky as it is absorbed.
The above concerns a normal sunburn, which is a first degree burn which only damaged the initial skin layers. I'm black and grew up on the south side of Chicago. As a child I played from morning to night with my friends and siblings all summer long. I have NEVER needed sunscreen nor have I or anyone in my family ever had a sunburn. My children who are now college students have NEVER had a sunburn. As an RN for nearly two decades none of our patients admitted for skin cancer were black/african. Blacks can stay out in the sun as long as we want our skin darkens to protect us, it doesn't burn or peel. Those who are bi-racial and very light, i.e. lacking melanin may very well burn when exposed for prolong periods of time.

I don't know exactly how it works, but it draws the heat from the burn. Vinegar can be applied with a soft cloth, or add two cups to a warm bath and soak for 15 minutes. Either way, you will instantly feel better. Repeat every 4 hours for a bad burn, but usually after the first time, you feel improvement immediately. I also suggest using aloe vera after the first two applications of vinegar. The aloe keeps the skin mosturized and keeps skin from peeling so you won't lose the tan you suffered for!
If you still suffer after vinegar, it may sound crazy, but lay down on cool concrete (perhaps a basement floor or carport.) The cool concrete draws the heat out, but it is only a temporary solution. Vinegar is the best way to go!

What can you use to treat a blistered sunburn?
Keep the blisters cool, by applying a cool-damp towel, cold compress (do not use ice)to the affected skin or take a cool bath.
Keep the blisters moist by apply moisturizing cream (non-oil based), aloe vera cream or gel or other over the counter sunburn products (check with your pharmacist).
Leave blisters alone. Do not break them, that will slow down the healing process and risk an infection. To protect the blisters, lightly cover with a non-stick sterile gauge pad.

Not if the burn still hurts--the lotion will act like butter, which we used to put on burns and which made them worse. Ice down the area, 15 minutes at a time, until it stops burning. You can also take benedryl to help with the pain. Once you stop the burning, then keeping the area moist with lotion or cream isn't a bad idea. Some say that aloe gel is a good moisturizer.
