Depending on how old you are (under eighteen), your parents can legaly force you to have surgery. If you are fifteen or older, you can be found a "Mature Minor" if you go to court which allows you to make your own decisions about this. In general, they don't have to lie to a doctor because if you are a minor your opinion on the treatment is not valid. If you are not a minor, then you have complete control over this sort of thing.
