As one pushes water with his hand (action) water pushes him forward (reaction) As he splashes water with his leg downward (action) then water pushes him up (reaction). Thus he avoids himself from drowing and is capable of moving forward easily.

There are two possible problems. 1. The filter valve gasket needs to be replaced. If the gasket is bad it will allow sand to pass through the filter ports and either enter to pool or go into the backwash line. 2. The laterals in the bottom of the sand filter are damaged. You will need to remove the sand from the tank and inspect the laterals. You have inadvertantly dumped the sand into the filter without covering the stand pipe coming up from the lower center of the filter. The sand may eventually stop coming thru as it is consumed by sending it out to the pool. The stand pipe is full of sand and will take a while to clear. You could open the filter and remove all the sand and start over after removing the stand pipe and cleaning the seat or the stand pipe. Once cleaned replace the stand pipe then tape a cup or a heavy plastic over the top of the stand pipe then refill the filter with the #20 silica sand. Once you have added all the required amount of sand then clean the seat and o-ring area before mounting the valve. Start the filter in the B/W position and run briefly to clear, stop the pump and rotate the valve to "filter".

If your filter is repaired then you can just vacuum the pool.

You will need the major components such as a heater, filter(s), pump(s), chemical feeder. Other pieces needed would be determined by your local health dept. and it's requirements assuming that this is a commercial or public pool. You would have to consult the builder to determine sizing of those components for a balanced system and to ensure proper function depending upon the demand of and specs of that particular pool k.

How do you know that it is too high? If you are using a home test kit it will show the total chlorine, which includes free chlorine and combined chlorine. Only free chlorine can sanitize the pool. Combined chlorine is broken apart by "shocking" the pool with 1L liquid chlorine per 10000L of water in the pool. (For most pools 10L is fine if you're unsure of the pool volume.) Chlorine will disipate on its own anyways. Sidenote: Are you using a lot of chlorine pucks? They contain stabilizer, which is used to keep the chlorine from burning off in the sun too quickly. If it is overused the chlorine will burn off too slowly.

Are you getting readings above 10.0 ppm of chlorine? What is too high? Do you smell the chlorine? Then there's not enough chlorine. Simple as that.

Sure but it is not the same strength as pool chlorine. It can also contain metals that can stain you pool surface.

This is unfortunately a circuitous question since both are common names for the same product. PVC stands for PolyVinyl Chloride and this type of liner is often refered to as a "Vinyl Liner". Sometimes when someone asks for a PVC pool liner they are referring to a Commercial (reinforced for strenght and textured for slip resistance) PVC Pool Liner or PVC Pool Membrane (e.g. RenoSys is the most successfully installed North American Brand).

Whereas residential PVC or Vinyl Liners are only 20 to 28 mils thick, a Commercial membrane is reinforced with a scrim and is typically 60 mils thick.

Airation will speed the process up. You will need a lot of air, the output of a decent size compressor, for example. Other than that just time will take care of it. You could use a chemical fix like de-clor, used for large fish ponds. But, that just adds more chemicals and I don't know about swimming around in that.

You can put bleach in a small pool if you want to control algae and other unwanted life. You must be very careful, as bleach can cause problems in a pool, so always test the water after adding bleach.
