As a result, most of the negotiations that have actively sought to restrict access of terrorist groups to weapons of mass destruction have taken place outside of the United Nations.

Organizations like the International Atomic Energy Agency are responsible for regulating nuclear power. In countries which have signed the Nuclear Non-Proliferation Treaty (most countries in the world), the IAEA has the power to conduct inspections and make sure weapons are secure. The US has also led efforts in former Soviet States like Ukraine and in South Asian nuclear powers like Pakistan to secure their nuclear weapons and prevent them from falling into the hands of terrorists. There have been Russian-led initiatives in Central Asia to return Kazakh weapons stockpiles to Russia in exchange for badly-needed loans and government funds. Chemical and biological weapons are already banned in warfare by the Geneva Conventions and while the UNSC Veto Powers have these weapons, they are kept under high levels of protection. Countries like Syria, which were more wont to use these weapons are the subject of intense negotiations between the US and Russia as to how to avoid the use of these chemical weapons. Several negotiations have recently taken place on this particular issue between Russian Minister of Foreign Affairs Sergey Lavrov and US Secretary of State John Kerry with the international pressure of the UN being used to press for the negotiations.
