Homeland Security is so important for the United States because they protect America. They stop international and domestic terrorists from invading and threatening the country.

This involves monitoring the Internet for any unusual activity on known terrorist websites. It also involves cooperating with other US agencies such as the FBI and cooperating with other nations and sharing important terrorist information.

Terrorism requires a multi-part definition with six distinct parts that should be read together as a sentence:

(1) an act by a person or group or organization who
(2) uses violence
(3) against civilian populations
(4) in order to provoke fear among that civilian population
(5) in order to instigate for political change in the country where the civilians were attacked
(6) in line with the preferences of the person or group or organization who used the violence.

If any part of this definition is not satisfied, then it is not terrorism. Often people confuse the term "insurrectionist" or "rebel" with a "terrorist". An "insurrectionist" or "rebel" does not have (3) or (4) in the definition. "Insurrectionists" and "Rebels" jump from (2) straight to (5). This is why we never hear American Revolution stories of Colonial soldiers bombing innocent people's homes with the intent of spreading fear of Colonial acts as pressure to abandon the United Kingdom. While there were acts of property damage, like the Boston Tea Party, these had no intentional deaths. Terrorism requires the deaths of civilians and for the person who committed the terrorism to be of a reasonable belief that his attack would kill civilians and support it anyway.

No. The religious structure of Islam is not designed to promote terrorism. Most Muslims behave indistinguishably from Non-Muslims on most key life-issues, such as work relationships, education, sports affiliations, socializing, etc.

Many terrorist groups around the world throughout history have gone into politics. Many countries are born out of wars, with opposing sides moving into politics once the fighting is over. Many terrorist groups are connected to political parties while still involved in terrorism, and so having a political wing and a military wing. The political wing may negotiate and influence the military wing to give up their campaigns. A revolution can occur in a country, and once the revolution is over, the revolutionaries start to run the country and so enter politics. Many now well established and respected democratic political parties around the world were at one time involved in violence. Taking all those things into consideration, there are many potential answers for your question.

The United Nations has not done a lot to keep terrorists from acquiring weapons of mass destruction, but to be entirely fair to the United Nations, this is not really its mandate. Taking active measures on the ground could easily be seen as a violation of national sovereignty, which is expressly preserved in the UN charter. The UN can facilitate negotiations and has passed several resolutions on the issues of nuclear weapons, biological weapons, and chemical weapons and several resolutions on terrorism. However, since all of the countries with veto power in the UN Security Council (US, UK, France, China, and Russia) all possess these weapons and all support various paramilitaries and militias around the world (which could be considered terrorist groups), resolutions with a binding effect are never passed. As a result, most of the negotiations that have actively sought to restrict access of terrorist groups to weapons of mass destruction have taken place outside of the United Nations.

Organizations like the International Atomic Energy Agency are responsible for regulating nuclear power. In countries which have signed the Nuclear Non-Proliferation Treaty (most countries in the world), the IAEA has the power to conduct inspections and make sure weapons are secure. The US has also led efforts in former Soviet States like Ukraine and in South Asian nuclear powers like Pakistan to secure their nuclear weapons and prevent them from falling into the hands of terrorists. There have been Russian-led initiatives in Central Asia to return Kazakh weapons stockpiles to Russia in exchange for badly-needed loans and government funds. Chemical and biological weapons are already banned in warfare by the Geneva Conventions and while the UNSC Veto Powers have these weapons, they are kept under high levels of protection. Countries like Syria, which were more wont to use these weapons are the subject of intense negotiations between the US and Russia as to how to avoid the use of these chemical weapons. Several negotiations have recently taken place on this particular issue between Russian Minister of Foreign Affairs Sergey Lavrov and US Secretary of State John Kerry with the international pressure of the UN being used to press for the negotiations.
