The spells that are sold at the University are more for advanced mages with lots of money and mana.

The Ice Blade of the Monarch is in TES 3 Morrowind, not Oblivion. You may be able to find a mod that will add it to the game but I'm not sure.

This has happened to me. You need to go through your saves and delete most of them. It took me a long time but it worked. I think it happens if you start a lot of characters.
