you first have to get you skills up to what they tell you and make as much friends as they tell you to make. Than you have to be atleast 50% happy to get promoted. you can find what skills and how much friends to make by pressing start and clicking personal info. than go to carrers and you see what job you have and what you hae to do to get promoted.

you get the chisel from chef butcher after completing his tasks enough and i think you get the hammer handle from trading with dr feelgood (the pufferfishes can b caught during the day in the ocean but i found out that the only come out when you cant do anything else in the game but get the hammer handle)
