It takes a long time to propose. It's possible that your Sims can fall in love for the very first time and be able to propose, or they could have been in love for months and you never see the option. Lots of hugs and kisses work, usually.

I don't have Sims 2 Life Stories, but I'm guessing it sort of would resemble the regular Sims 2. I have all of the expansion packs and 2 stuff packs for the Sims 2. When sims streak, I think you have to have Sims 2 University to do it. I don't know. Sorry if I wasn't helpful.

open the cheat menu and type in

then hold down the Shift button while clicking on the sims, select "Force error" a message will pop up saying there is an error, just select "reset" and your sim will be out of the hot tub

Yes you do. This is because they might cost a lot of money and so when you move out to go into a new location, they repay for the money you spent getting their stolen object back.
The thing is, you can't change it. The only option is to SPEND, SPEND, SPEND! Spend it on the most expensive / pointless things and try selling it.
Often when you sell an object, it sells for cheaper.
