That's fascinating ! I never heard of that before, and it's something to think about.
I have an idea of an answer. It's only my opinion, and a speculation at best:
The runner's time in 100 meters is made of two components: 1). His 'cruising' speed,
and 2). How fast he can accelerate off the blocks, from zero to cruising speed.
The time in the 100m starts with the pistol, so the acceleration off the blocks
starting from zero speed is included in the final result of the run.
The result of the 4x100 is comprised of 4 individual cruising speeds, but only one
acceleration from the blocks. The other three runners accelerate before the hand-off,
and each of them covers his full 100 meters at his full cruising speed.
I'll bet you it's that three-less starts off the blocks that's responsible for the startling
discrepancy that that you have pointed out.
And even so, man ... the discrepancy is only 0.02 second. What do you want ? !

Always in meters. Some children's races are ran in a measurement of feet. However, all adult and professional tracks and races are measured in meters. A standard track is 400m.

The number of people in a 100 meter sprint varies dependant upon the competition itself. On a training, high school, or college running track there are 8 lanes. Thus during a heat of the 100 meter sprint, there may be up to 8 people running at one time. On an Olympic or professional track there are 9 lanes, though often one lane is left empty during competition. Of course in either situation, there may be numerous heats, which leaves the total number of people competing dependant upon the parameters of that specific competition, or the number of athletes entered in the competition.

How are the results recorded in athletics?
This answer needed to be corrected. Recording Track and Field events is as scientific as is possible under the practical circumstances. For simple meets a field event might be recorded with a measuring tape, but when a record exists a minimum of a steel measuring tape (read by 3 certified officials) is required. At bigger meets they might also employ a laser/surveying system for speed. Vertical measurements are taken both before and after a record attempt.
For running events hand run stopwatches might be used at smaller meets but for record purposes (excepting some long distance events) Fully Automatic Time is required. Fully Automatic Time--FAT is a photo electric process (now using computers, though older systems did not) that starts the electronic clock with the sound of the gun. The time for a given athlete is measured by the time his body passes the finish line as seen through a narrow photographic image of the line taken by a camera. The older photographic system used Polaroid film moving the opposite direction to the runners and a vertical aperture (with a pulsing LED inside the camera for calibration). The current computer/video system takes up to 10,000 single vertical scan lines a second and assembles them side by side relative to the time. These pictures then must be read for the time to be determined.
