How does the navy count your time in the navy?

The Navy, like any military branch, only counts time that you are actually on active duty; e.g., if you're in the Delayed Entry Program, the time you spend in DEP doesn't count toward your service time.

Essentially it comes down to the time you're actually working as a Federal Employee, which is what all Veterans on active duty are. Even Reservists who aren't called up to active duty only have their time counted toward retirement that they're actually drilling on weekends, on TAD 2 weeks per year, or are called up for extended active duty.

As an example, I spent just over 8 years on active duty in the Navy, and 3 years in the Reserves at the Pentagon. Between those, I had only about 9 years total actual military time counted, even with several weeks on active duty during Desert Shield and Desert Storm.

The Reserve point system lets Reservists accrue 1 point per active duty day, 2 for each drilling day, and 15 bonus points for each year you complete all requirements. You can read more about it at the link below.
