EDIT: It depends what country you're in. Here in the UK - if you can prove your card was used without your consent, the card company will refund the payment (I speak from experience). Second Verizon should be able to contact the person who's bill it was and tell them the payment was fraudulently made - and they will not honour it (then they will bill the person again !)
