For a child, any use of alcohol is not a good idea, in my opinion. Vodka in sufficient quantity can kill, just like any other form of alcohol. How a child got their hands on vodka, and rubbing alcohol, and became motivated to mix them and drink them, is a question that should be directed to local law enforcement. This child is clearly not in a safe environment.
