First of all, let me say this:

Wicca does not require you to purchase anything at all to follow it. The main items used can be of virtually any quality - the Deities won't be offended if the best alter you have is a piece of wood on top of two cinder blocks. Nor will they take issue if your athame is nothing more than a pocket knife. Your bell, broom and chalice don't have to be fancy either - they just have to be CLEAN and set aside from daily use and used ONLY as tools for your religion.

A smart Wiccan can shop almost anywhere for his/her needs. Candles, for example can be commonly found at inexpensive dollar stores, etc. Don't let anyone tell you that you have to spend top dollar to have a gold and silver wand with special gems inlaid upon it - those types of items are for the people who have the money to spend on such things.
