There is nothing that specifically stops you from using Windows XP as a server. However, the TCP/IP stack has been "crippled" to limit the number of simultaneous connections, ostensibly to prevent the spread of malware. These are probably hidden or system files. This is perfectly normal, and no action should be needed.
