I think you mean "ping" not "pin".
The ping command is a network request for another machine to answer to show it is reachable. 127.0.0.1 is an IP address. It happens to be a very special one, it is reserved to mean "localhost" or "me". So when you type "ping 127.0.0.1" you are asking your own machine to answer itself. While another machine may fail to answer, you can always expect a reply to 127.0.0.1
