If it is a Quick Effect, or a Triggered Effect, then it can be used once in either turn.

You always need 'something' to let you fuse monsters, be it,

- Another kind of fusion card like Dark Fusion, or,

- An active effect such as Fusion Gate, or,

- A fusion monster that says it can fuse specifically without needing Polymerization.

Almost all effects that discard will trigger Dark World monsters. But they do not trigger when discarded as a cost.
