This is a very subjective, purely based upon what you're trying to achieve. From a large-scale historical perspective, a good argument can be made towards the leadership of August Caesar. His leadership helped stabilize the fledgling Roman "Empire," and it blossomed under him.
A strong case can be made for Charlemagne as well with his contribution to the Frank people.
If you're talking from a revolutionary standpoint, Mao Tse Tung should be placed near the top of any list - his ability to unify agrarian China and revolutionize the way the country was ran can be considered remarkable.
Franklin Delano Roosevelt help rescue America from one of the darkest economic disasters in the post-industrial history of the world.

I did not mention religious leaders as a rule of thumb. Although they are powerful in their own right, they would not be considered a great "world leader" as they were founders of their respective religions and as such, religion is open to interpretation and will usually be dependant on the religion of the reader.

4. Constantine I: He was the first Christian ruler of the Roman empire. Although he ruled only the Eastern Roman Empire he conquered the Western Roman Empire too.He made Christianity the official religion of The Roman Empire, therefore allowing it to flourish.
5. Napoleon Bonaparte: The ended the first republic in France and changed the way battles were fought.
6. King Richard Coeur De Lion(The I): He was a great warrior and defeated Saladin and made peace with him(Because he did not reach Jerusalem)
7. Charlemagne: He was the grandson of the great Charles Martel, he ruled over the biggest empire in Europe since Roman times and was the first emperor to get the title of Holy Roman Emperor

Even though his intentions were evil he brought a country that was poor, weak, and owed money to the rest of the world into one of the most feared super powers that history has ever seen.
