Since autumn 1915 Lithuania was governed by occupational German army. Lithuania was incorporated into "Ober Ost"(eastern edge), which was managed by military of German Empire. During the period of German occupation, there was some cooperation (if you could name it) between Germany military command and some Lithuanian authorities. The result was "Vilnius conference" in 1917 September 18-23 which was allowed by Germans. And finally when independence was proclaimed Lithuania was part of Supreme Commander of All German Forces in the East(Ober Ost). So it means that during the declaration of independence was part of Germany. At this moment Russia was at begining phase on Civil war between Comunists and Royalists. So it means that Lithuania proclaimed independence but not from Russia. There is no saying what means word Russia in 1918 February.
