Because of the plain addition of chocolate to it. Adding chocolate to the milk, whether in syrup or powdered form, turns the milk into a "suspension". The chocolate doesn't completely dissolve into the milk at the molecular level; it forms tiny particles (or bubbles of syrup) that are "suspended" in the liquid of the milk. This is why it has a texture that's a little thicker than unflavored milk.

It is widely debated but hamsters can drink a small bit of fresh (never sour) milk sparingly as a treat. It can be beneficial to nursing mothers, ill hamsters and young.
However...
I do not know if the milk referred to in this research is cows or goats milk.
From my own experience working in a wildlife refuge, cows milk is undigestable to many mammals and can cause considerable stomach upsets which I believe could lead to your hamster becoming ill.
Instead we use goats milk and have never experienced any problems with it, so I would recommend that.
I would also recommend that you give only half a teaspoon only once a week or less and feed outside the cage, as milk can be spilled within the cage and will therefore rot and cause illness.
