Assuming you mean literally float, as opposed to giving the appearance of floating e.g. by using a magic effect such as very thin string, there are a few ways this could be achieved.
First, the teabag could be made to float on an air cushion - i.e. by propelling air upwards beneath the teabag at a constant speed so that the teabag 'sits' upon the air cushion.
Alternatively, you could take the teabag into a weightless environment, either artificially created for example in an aircraft (see e.g. http://en.wikipedia.org/wiki/Weightlessness#Reduced_weight_in_aircraft), or natural (for instance, space).
Possibly the most interesting method would be through diamagnetic levitation. This is a phenomenon in which some substances when in the presence of a magnetic field produce an opposing magnetic field which repels the original. Dyeing with tea (also known as tea staining) is pretty straight forward.
Cottons, silks, linens and other natural fibers tend to take the colour better than synthetics or synthetic blends. The kind of tea will also very the colour so do a patch test first.
The fabric to be dyed is washed and rinsed (to remove sizing etc.) and placed into a vat of a very strong tea infusion (6-8 tea bags per quart of boiling water, steep 45 minutes) from which the tea bags have been removed. I have always simmered the fabric for 10 to 20 minutes over low heat (Only if the fabric can be laundered in hot water), checking often to see how dark the colour has become (remember the tea stained fabric will look darker when wet).
Once the colour depth has been reached, remove the fabric and rinse with cool water until the rinse water remains clear. Lay flat to dry or tumble dry in a cool drier if the fabric can be machine dried. I tend to iron the fabric (if it can be ironed) once it is dry to "set" the colour a bit more, but that isn't always necessary.

Wegmans is way ahead of all its competitors because of the total experience it offers during each shopping trip. I think the main thing is the lighting. Instead of surgical flourescent lighting like most stores (Harris Teeter), Wegmans offers lighting that, while still easy to see, would be okay for a get together with friends. Also, their generic brand and fresh products they make are excellent. The way the products are packaged and marketed too, make for a visually stimulating shopping experience. Everything is so innovative. Also, while the prices aren't as low as Walmart, you don't feel like you are getting ripped off. You feel like you are paying the right price for a good product. I don't live near a Wegmans currently, but on a recent trip I stopped into one, I just happened upon something as simple as Wegmans BBQ sauce, the ingredients contain real sugar, not HFCS, which every other generic and name-brand sauce contains. So just little details like that, plus the fact that they try and stock local products and produce much more than any other chain I have ever been too.
