Most definitely not. The full extent of ZeedMillenniummon's power is on a multiversal scale, that outperforms most of the Digimon.

Even when you put everyone in the Xros-universe's Digital World together some factors must be considered like the fact no one there follows the concept of levels, which means he is composed by severely nerfed versions of Digimon.
Like Huanglongmon, for example, who in any other season would hold enough power to erase the world, but there is limited to be a fire-breathing mount. Or Lucemon, who is Frontier had enough physical strength to shatter stellar bodies and generate planetary-scale blasts in his last form, in Xros Wars however, his physical prowess was severely downgraded and his blasts limited to standard laser beams. Or Ebemon, who can explode someone's brain in one hit or effortless destroy whole worlds in Xros Wars has a standard brainwash attack and another common laser beam.
In other words, Shoutmon X7 Superior Mode is all about quantity instead of quality when you take his world into consideration. Even after formed the most he ever did was a giant sword attack. I still think he cannot compete with the likes of ZeedMillenniummon.
